AI Contract Overview
Broward County's Division of Purchasing has issued a Notice of Intent to designate ESO Fire RMS as a sole source provider for Fire Records Management Software, specifically for the Broward County Office of Regional Communications and Technology (ORCAT). The purpose of this notice is to determine if there are any other qualified vendors capable of supplying this software, which is essential for fire departments to manage incident data, response details, and reporting in real time. The ESO Fire RMS system is uniquely suited for this role due to its comprehensive features, proven use over the past five years by multiple regional fire agencies, and its seamless integration with existing county dispatch systems. Replacing this system would be costly and disruptive, as it is already embedded within the county’s emergency response infrastructure and interfaces with other critical systems. Interested vendors are invited to submit responses electronically through Periscope S2G, providing information about any other sources that could supply similar products or services. If no other qualified sources are identified during the notice period, the county may proceed to award a contract solely to ESO without competition. The contract is intended to be open-ended, with the county covering ongoing maintenance and support costs. This process emphasizes that the notice is for information gathering and does not constitute a purchase or pricing request, and the final decision will be made by the Director of Purchasing based on the submissions received.

ESO Fire RMS is a comprehensive records management system designed specifically for fire departments. It provides a suite of tools to meet the demands and evolving needs of fire departments. ESO is a comprehensive software solution which will provide access to the following information in real time and from any mobile device: • Intuitive Reporting Capabilities: Accurate, quality driven data capabilities utilizing a wide array of data. • Emergency Response Preparation Capability: Seamless integration with Fire Properties and Inspections Software, Electronic Health Reporting (EHR) and numerous ESO software modules. • Standardized, automated delivery of National Fire Incident Reporting System (NFIRS) and National Emergency Medical Services Information System (NEMSIS) reports. Fire Rescue Personnel confirmed that upon arrival on scene to a fire incident, the Fire Rescue personnel must have at the following at their disposal: Real-time, critical CAD Updates for incidents including: • Incident Type • Initial Dispatch Code • Active Fire (Yes/No) • COVID-19 Exposure • Injury or Death • Hazardous Materials Released • Property Use • Mutual Aid Agency

Broward County Office of Regional Communications and Technology seeks to implement ESO Fire RMS for the remaining three agencies (Ft. ESO Fire RMS software, product licenses (keys), and maintenance/support for ESO products are available only through ESO. The ESO Fire Records Management Solution will provide a centralized repository from all data sources with easy access from any device in real time. ESO Fire RMS that interfaces with Broward County's Computer Aided Dispatch System and in use at Broward Sheriff's Office and the majority of Broward County Regional Participating Fire Rescue Agencies within Broward County.
Replacing ESO Fire RMS would be extremely costly as it is a system currently used by thousands of fire rescue personnel in Broward County and is already interfacing with Broward County's Computer Aided Dispatch System. Those fire rescue agencies already using ESO Fire RMS would have to retrain their end users on a new software platform which may not be as feature rich and intuitive as ESO Fire RMS, potentially leading to a negative experience.
