AI Contract Overview
The U.S. Navy, through Naval Surface Warfare Center Crane Division, is pursuing a sole-source acquisition for engineering services and supplies to sustain, upgrade, and repair the AN/SPY-1 radar signal processor as part of the AEGIS Weapon System across both fleet and ashore platforms. The contract will be structured as a Basic Ordering Agreement with an initial base year and four optional years, awarded immediately to Lockheed Martin under FAR 6.103-1, due to the unique and proprietary nature of the AEGIS system, which precludes competition without causing unacceptable delays and substantial duplication of costs to the government. This action is justified solely on the basis of limited sources and technical exclusivity, with no intention to pursue competitive bidding unless new information challenges the sole-source determination. All responsible parties may submit capability statements, but these will be reviewed only for potential reevaluation of the acquisition strategy, not for award consideration. The acquisition is not published on SAM.gov and is accessible exclusively through the designated point of contact; any responses submitted will not obligate the government to award a contract or reimburse incurred expenses. Contractors must maintain active registration in the System for Award Management to be eligible, though participation in this pre-solicitation does not guarantee future opportunity. Subcontracting inquiries must be directed to Lockheed Martin directly. The response deadline is July 21, 2026, at 2:00 PM EST, and any questions should be submitted to Charlene Warren or ReBecca Poplin of NSWC Crane. This notice serves solely as a pre-solicitation announcement and does not constitute a formal solicitation, invitation to bid, or binding commitment by the government.

N00164-28-R-LL13 – SOLE SOURCE – Engineering Services and Supplies to Support AEGIS Weapon System and AN/SPY Radar Signal Processor– PSC – AC12 – NAICS 541330
Issue Date: 07 JULY 2026 – Closing Date: 21 JULY 2026 at 02:00 PM EST (EDT)
Naval Surface Warfare Center, Crane Division (NSWC Crane) has a requirement for engineering supplies and services to support the sustainment, upgrades, and repair of the AN/SPY-1 radar system across the AEGIS Fleet and AEGIS Ashore (AA) platforms.
The proposed contract action is for supplies and services for which the Government intends to issue a Basic Ordering Agreement (BOA), and Job Order 0001 (one base year plus four option years) off the BOA immediately following award, to Lockheed Martin (CAGE: 02769) under the authority of FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is being solicited on a sole source basis because of the anticipated substantial duplication of costs to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Navy’s requirements. All responsible sources may submit a capability statement or proposal, as appropriate, which will be considered by the agency. Companies interested in subcontracting opportunities should contact Lockheed Martin directly.
A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.
This pre-solicitation notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The USG is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
