SOLE SOURCE - Engineering Services for Microwave Devices with Goals to Increase Reliability, Improve Performance and Reduce Acquisition Costs

Naval Surface Warfare Center (NSWC) Crane is seeking to award a sole source, five-year Basic Ordering Agreement (BOA) to Communications & Power Inc. for engineering services related to microwave devices. The focus is on supporting U.S. programs such as the AEGIS Weapon System and AN/SPY radars, with specific goals to increase reliability, improve performance, and reduce acquisition costs. The anticipated contract value is $7.7 million with the planned award date of December 11, 2024. This sole source procurement is justified by the expected duplication of costs and potential delays in establishing alternate sources, which would not be recouped through competitive processes. While other capable sources may submit capability statements or proposals, the government reserves the right to maintain the sole source direction unless a compelling case is made to alter the acquisition strategy. An amendment to this contract includes a five-year Job Order for Gold Tube and Phase Standard testing for Continuous Wave Illuminator (CWI) and Simplified Driver (SDR) Tubes, valued at $830,000 with a planned award date of March 7, 2025. The scope includes fixed-price testing services for both Gold Tube and Phase Standard testing across five years, as well as provision of associated data.
