The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division – Kansas City office plans to award, on a sole source basis, under the authority of FAR 6.103-1, with Fluke Corporation for the service and calibration of existing equipment for the National Weather Service (NWS), National Data Buoy Center (NDBC) at Stennis Space Center, MS.


The Government has utilized the authority under the Federal Acquisition Regulation (FAR) 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to award a purchase order to Fluke Corporation. The sole source determination is based on the verification that the Fluke Corporation does not license any other vendor to perform calibrations or repairs to their equipment. Their electronic equipment contains proprietary firmware. Fluke is the only vendor that can upgrade their products to the latest firmware.
