The City of Fort Myers has issued a Sole Source Notice dated June 11, 2025, for the procurement of TRISEP® 8540-ACM2-TSFN Reverse Osmosis Membranes in the unique 8.5-inch size, along with associated removal and installation services at its Water Treatment Plant. Mann + Hummel is identified as the exclusive supplier and manufacturer capable of fabricating these obsolete, non-standard membranes and performing the required installation due to their proprietary equipment and experience. The procurement is justified under Florida State Statute 287.057(3)(c) for sole source acquisitions, reflecting that no other vendors are known to provide this specialized product and service combination. Although the notice is not a formal solicitation and no formal proposals or bids are requested, alternative suppliers are invited to submit product information and qualifications for consideration by June 27, 2025, via a vendor questionnaire to determine if competitive procurement is feasible. The scope of work encompasses supplying custom-fabricated 8.5-inch reverse osmosis membranes, removal of existing obsolete units, and installation of new membranes to ensure system performance at the Water Treatment Plant in Fort Myers, Florida. No detailed pricing, contract clauses, or formal terms such as contract type or delivery schedules are provided, as this is a pre-award notice using a “NO VALUE Procurement” method indicating administrative tracking without competitive bidding. Inspection and acceptance will occur onsite by City personnel, though no formal inspection criteria or standards are cited beyond the vendor’s demonstrated technical capability. Contract administration contacts include the City’s Purchasing Agent and project manager, with all communications and vendor responses handled via email. The notice remains open for 15 calendar days to afford other potential suppliers an opportunity to contest the sole source determination by submitting qualifications for evaluation.
