The Department of Justice, Antitrust Division, plans to negotiate and award a sole source purchase order to eMarketer, based in New York City, for ten licenses to access specialized data and reports related to search, display, and video advertising spending, as well as search engine referrals and digital ad revenue of major media companies. These reports will be used internally by DOJ staff to support their work. Market research confirms eMarketer is uniquely positioned as the only provider that compiles comprehensive advertising spend data across multiple formats, requiring extensive proprietary research into both public and private companies, which no other firm offers with comparable expertise and support. This procurement aligns with FAR provisions permitting non-competitive acquisitions when only one source is available. The contract is identified under NAICS code 519190, with no formal solicitation or request for proposals issued as this action is not open to competitive bidding. Any information submitted in response to the notice will only be considered to determine if future competitive procurement is warranted. The decision to proceed with or forego competitive bidding remains at the Government's discretion. The primary contact for this acquisition is Michelle L. Wall.
