Sole Source Intent, Internet Services

The United States Agency for Global Media (USAGM) Germany Transmitting Station intends to negotiate a firm-fixed price purchase order, on a sole source basis, with Telekom Deutschland GMBH Germany for the procurement of two 600Mbits fiber optic internet access lines using existing WAN IP addresses. Due to personnel security issues preventing access to remote locations in Africa, the Middle East, and South Asia, the technical team is not able to configure remote equipment for use with new IP Addresses and must continue the use of existing IP WAN addresses provided by the current vendor to maintain uninterrupted program service connections. The statutory authority for this sole-source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The nature of the proposed sole-source award requires the incumbent service provider to provide these services for this procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by the established due date/time outlined in this notice. Inquiries will only be accepted via email to gschwabe@usagm.gov, and no telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
