This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Cost Plus Fixed Fee (CPFF) Job Order (JO) with EDO Communications & Countermeasures Systems Inc., 7821 Orion Ave, Van Nuys, CA 91406-2029. This JO will be under a Basic Ordering Agreement established for the procurement of supplies/technical data required to support NSWC Crane in its role as the Repair Depot Activity, Logistics Management Information Activity, and Fleet Support Activity for the Interference Cancellation System INCANS. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the sole source is the requirement for the equipment to integrate with existing equipment already installed on the aircraft in terms of form, fit, function and compatibility. The Government does not possess rights to the technical data necessary to manufacture the required spares. No solicitation will be available at FedBizOpps and at NECO and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format.
