This requirement is a sole source justification with award direct to the manufacturer. This is not an invitation to bid. The Sect'ra vIPers phone units are part of the National Security Agency's (NSA) COMSEC modernization initiative. Currently, there are no other NSA- approved phones that meet the modernization standard. As per DHS Policy 4300B.200 and NSA policy CNSSI 4006, all COMSEC devices must be approved by NSA to meet COMSEC Type 1 encryption requirements. and Currently the Sect'ra vIPer phone can meet the requirement for voice equipment replacement. GDMS is the sole developer, manufacturer and supplier of the Type 1 US Government NSA approved Sect'ra vIPer.
