AI Contract Overview
The U.S. Navy’s Naval Surface Warfare Center Crane is procuring electrical and electronic equipment from Keysight Technologies Inc. on a sole source basis through solicitation N00164-26-Q-0153, issued on June 4, 2026, with responses due by June 16, 2026, at 11:00 PM Eastern Time. This procurement is authorized under FAR 12.201-1 using simplified commercial item procedures because the requested equipment—specifically N6700C and N6702C mainframes with corresponding DC and AC power modules—is a proprietary, integrated system uniquely designed by Keysight with no compatible alternatives from other manufacturers. The equipment is critical to the SPY-3 TRIMM program, which requires a dedicated Automated Test Equipment (ATE) test set to establish organic depot-level testing and repair capabilities for returning antenna modules. Current reliance on loaned equipment from another program is unsustainable and jeopardizes development timelines and certification milestones. All responsible contractors may submit a capability statement, but the government retains full discretion to proceed without competition. The contract is a Firm Fixed Price agreement requiring delivery of the specified equipment within 90 calendar days of award to NSWC Crane, Indiana, under F.O.B. Destination terms, with the government assuming risk upon receipt. Contractors must be actively registered in the System for Award Management (SAM) and provide their Unique Entity Identifier and CAGE Code (7ZXR5 for Keysight). Proposals must be emailed directly to the contracting officer and include all required information per FAR 52.212-1. The equipment must be packaged and labeled in accordance with MIL-STD-129 and MIL-STD-130, featuring machine-readable 2D Data Matrix barcodes compliant with ISO/IEC 16022 and encoding standards per ISO/IEC 15418 and ANSI MH 10.8.2. The government will conduct final inspection and acceptance at the delivery site. Payment must be submitted through Wide Area Workflow (WAWF), and contractors must comply with numerous FAR and DFARS clauses regarding cybersecurity, counterfeit part avoidance, supply chain security, whistleblower rights, subcontractor management, and prohibitions on inverted domestic corporations and covered telecommunications equipment. While no specific evaluation factors or award methodology are detailed, the absence of discussion provisions and the fixed-price structure suggest a Lowest Price Technically Acceptable approach.

ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for Sole Source procurement through Keysight Technology Inc for electrical and electronic equipment
SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only KEYSIGHT TECHNOLOGIES INCof Colorado Springs, Colorado, Cage Code 7ZXR5, under the authority of FAR 12.201-1 for Commercial using simplified procedures. This is being solicited on a sole source only basis because This equipment is a cornerstone for the SPY-3 TRIMM program, a new developmental effort to establish an organic capability to test and repair SPY-3 TRIMM antenna modules returning from the fleet. The program is presently relying on loaned equipment tied to another program, which is not a sustainable or reliable solution for meeting developmental deadlines. The acquisition of this dedicated equipment is a critical and urgent step to complete the Automated Test Equipment (ATE) test set, which is required to enter the depot timeline and achieve necessary depot certifications. The requested equipment from Keysight Technologies forms a uniquely integrated and proprietary modular system. The N6700C/N6702C mainframes and the corresponding power modules are designed by the Original Equipment Manufacturer (OEM) to work as a single, cohesive unit. The hardware, firmware, communication protocols, and software are proprietary to Keysight, and for this reason, there are no "or-equal" components from other manufacturers that are compatible or can provide the same integrated functionality. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
