The contract is a sole source solicitation issued by the Naval Sea Systems Command (NAVSEA) at Norfolk Naval Shipyard for the Firm-Fixed-Price calibration and repair of nine specific pieces of government-owned measurement and test equipment manufactured by Keysight Technology Inc. This includes a mix of FieldFox analyzers and USB Wide Dynamic Range Peak and Average Power Sensors. The acquisition is justified under the statutory authority that only one responsible source, Keysight, can meet the agency’s technical and certification requirements due to restrictive rights, exclusive licensing, and compliance with NAVSEA and OPNAVINST standards. The sole source basis is formally supported by a justification memorandum verifying that no other providers can perform the required services. The contract falls under NAICS code 811210 for electronic and precision equipment repair, with an anticipated one-year performance period beginning in March 2026 and ending in March 2027. Services cover all labor, materials, OEM parts, calibration standards, traceability documents, and certifications required to meet the government’s technical standards, delivered to Norfolk Naval Shipyard in Portsmouth, Virginia. The procurement will be conducted electronically with solicitation documents available exclusively on https://www.sam.gov, and no paper copies will be provided. The government maintains responsibility for inspection and quality control unless otherwise stated, and the contracting officers specified are points of contact for inquiries. The solicitation closes at 11 AM EST on March 27, 2026, and explicitly does not seek competitive proposals, reflecting the unique capabilities of Keysight as the original equipment manufacturer.
