AI Contract Overview
The U.S. Navy’s Naval Surface Warfare Center Crane is procuring sole-source maintenance services for Multi-Spectral Targeting System depot test equipment from Optronic Laboratories, LLC, of Orlando, Florida, under FAR 13.101(b) using simplified acquisition procedures. This procurement is non-competitive because Optronic Laboratories is the original equipment manufacturer with exclusive proprietary technical data, processes, and systems necessary to service the specialized test equipment, and no other entity can perform the required maintenance without compromising interoperability or safety. The contract includes firm fixed-price services for routine maintenance on two specified spectroradiometers and an option for repairs covering any issues beyond scheduled maintenance, to be available for one year from the award date. The maintenance activities involve inspecting, cleaning, and recalibrating equipment to manufacturer specifications, with deliveries required ten weeks after award. The contract is designated as a DO-rated order under the Defense Priorities and Allocations System for national defense and emergency preparedness purposes, and it is subject to the Service Contract Act, requiring adherence to minimum wage, paid sick leave, and safety standards. Contractors must be currently registered in SAM and comply with all annual representations and certifications, including those related to foreign ownership, Buy American, and trade agreements. All offers must be submitted electronically via email to rose.m.brown44.civ@us.navy.mil by the extended deadline of 6 July 2026, 3:00 AM Eastern Time. The contract incorporates critical administrative and compliance clauses including CMMC Level 1 self-attestation for information systems handling federal contract information, NIST SP 800-171 cybersecurity requirements, and mandatory electronic invoicing through the Wide Area Workflow system with strict notification requirements to the Contracting Officer and COR to ensure payment. Inspection and acceptance occur at the destination, NSWC Crane, 300 Highway 361, Crane, Indiana, with government personnel responsible for verifying conformity to contract requirements, including the right to require corrections at no additional cost. Payment penalties apply if electronic notifications are not sent in conjunction with WAWF submissions. The contractor must also comply with provisions related to counterfeit electronics detection, government property management, executive compensation reporting, and prohibition of internal confidentiality agreements. No set-aside applies, and while other vendors may submit capability statements, the government retains sole discretion to proceed without competition based on the established sole-source justification.

Full Description
N0016426Q0188 – SOLE SOURCE - Maintenance Services to MTS Depot Test Equipment – FSG J059 – NAICS 334513
ISSUE DATE 18-JUN-2026 – CLOSING DATE 30-JUN-2026 – 11:00 PM Eastern Time
ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the purchase of Maintenance Services to Multi-Spectral Targeting System Depot test equipment with an Option for Repair to be available from date of award through one year.
SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Optronic Laboratories, LLC, of Orlando Florida, Cage Code 86T64, under the authority of FAR 13.101(b) for Noncommercial items using Simplified Acquisition procedures. This is being solicited on a sole source only basis because Optronic Laboratories, LLC, of Orlando Florida, Cage Code 86T64 is the Original Equipment Manufacturer (OEM) for the electrical and electronic components making up the Multi-Spectral Targeting Systems Depot Test Equipment. The OEM is the only responsible source capable of fulfilling this requirement due to their exclusive, proprietary processes. The required maintenance services are strictly proprietary and are available exclusively through the OEM, who maintains sole control over the necessary technical data, and will not authorize use by any third-party subcontractors. Additionally, the specialized test equipment provided by Optronic Laboratories is the only solution that ensures full interoperability with current repair depot facilities. Introducing an alternative system would result in unacceptable integration issues, making Optronic Laboratories the sole viable solution to meet the technical requirements. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
