ISSUE DATE 18-JUN-2026 – CLOSING DATE 30-JUN-2026 – 11:00 PM Eastern Time


ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the purchase of Maintenance Services to Multi-Spectral Targeting System Depot test equipment with an Option for Repair to be available from date of award through one year.


SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Optronic Laboratories, LLC, of Orlando Florida, Cage Code 86T64, under the authority of FAR 13.101(b) for Noncommercial items using Simplified Acquisition procedures. This is being solicited on a sole source only basis because Optronic Laboratories, LLC, of Orlando Florida, Cage Code 86T64 is the Original Equipment Manufacturer (OEM) for the electrical and electronic components making up the Multi-Spectral Targeting Systems Depot Test Equipment.  The OEM is the only responsible source capable of fulfilling this requirement due to their exclusive, proprietary processes.  The required maintenance services are strictly proprietary and are available exclusively through the OEM, who maintains sole control over the necessary technical data, and will not authorize use by any third-party subcontractors. Additionally, the specialized test equipment provided by Optronic Laboratories is the only solution that ensures full interoperability with current repair depot facilities. Introducing an alternative system would result in unacceptable integration issues, making Optronic Laboratories the sole viable solution to meet the technical requirements.  All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

 This solicitation is being issued pursuant to the procedures at FAR 13.101(b) as a written Firm Fixed Priced Request for Quotes .  Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-26-Q-0188 is hereby issued as an attachment hereto. 


All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/.  It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation. 


For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
