N00164-17-R-GP18- SOLE SOURCE - MAN LIFT WINCH - FSC 3950 - NAICS 333923- SYNOPSIS RESPONSE DATE 17 FEBRUARY 2017 Anticipated Issue Date: 18 JANUARY 2017 - Anticipated Closing Date 17 FEBRUARY 2017 - 2:00 PM EDT The Naval Surface Warfare Center Crane (NSWC Crane) has a requirement for the refurbishment/modification of existing winches and the procurement of new winches. Vendors must be registered in the System for Award Management (SAM) and registered in the Joint Certification Program (JCP) in order to receive access to the drawings. Information about the JCP is located at http://www.dlis.dla.mil/jcp. A solicitation will be issued pursuant to the procedures in FAR Part 12 for an anticipated Indefinite-Delivery, Indefinite-Quantity, Firm-Fixed-Price (IDIQ FFP) contract. The delivery terms are F.O.B. Destination, Inspection and Acceptance shall be at NSWC Crane. The following items will be procured: 0001 New Winches; Quantity minimum four (4) each, quantity maximum twenty (20) each; and 0002-0005 Refurbished/Modified Winches; Quantity minimum eleven (11) each; quantity maximum fifty five (55) each, for various categories of repairs; and 0006 - Data Delivery requirements will be identified by individual delivery orders. Minimum quantities identified above are subject to change, but will be specified in the solicitation. The Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source contract to the HECO Pacific Manufacturing Inc., 1510 Pacific Street, Union City, CA, 94587, (CAGE 51323). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition to HECO Pacific Manufacturing Inc. is to avoid over $6 million in cost duplication and prevent as much as two years unnecessary schedule impact. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
