The Internal Revenue Service (IRS) intends to award a sole source purchase order to Motorola, Inc., 2100 Progress Parkway, Schaumburg, IL 60196 for access to a statewide radio system that will provide Land Mobile Radio (LMR) intra-interoperable communications with state and local public safety agencies throughout the State of Illinois. A purchase order will be issued for a period of 12 months. Due to the uniqueness of this requirement, no other radio system is acceptable. This announcement constitutes the only solicitation. A written solicitation will not be issued, and quotes are not being requested. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority FAR 13.106-1(b). This service is being solicited and awarded as a commercial item in accordance with FAR Part 12. Justification: This is an agent safety issue. Motorola operates a statewide radio system that will provide Land Mobile Radio (LMR) and interoperable communications between state and local public safety agencies. The system provides optimum RF coverage in areas of the country where investigations are conducted. The radio system enables IRS agents to communicate directly with each other, as well as other federal, state and local law enforcement agencies in a secure environment. It also serves to provide IRS special agents with officer safety in the event of an emergency. The backbone of the system consists of a network of stand-alone repeaters that serve to broadcast radio transmissions over a wide area. Any questions regarding this action should be directed to the IRS Primary Point of Contact Cathy S. Collier, cathy.s.collier@irs.gov, 469-801-0775.

Solicitation # 5000230074
Solicitation 5000230074 is a Request for Quote issued by the Internal Revenue Service for the acquisition, integration, maintenance, and support of Commercial Off-The-Shelf tax software products, specifically Tax Analyzer and Income Tax Planner. The requirement includes the provision of enterprise and perpetual licenses, technical support, and the maintenance of the IMS Tax Engine Middleware environment to support the Large Business and International Division and Appeals. The contract is structured as a Firm Fixed Price award with a base period from April 1, 2027, to March 31, 2028, and four subsequent 12-month option periods. Performance may occur at government facilities, contractor facilities, or via remote and hybrid environments. The government will award the contract based on best value using a tradeoff process, where non-price factors are significantly more important than price. Evaluation is prioritized by technical approach, licensing and middleware integration capability, and past performance, with price being the least important factor. Key technical requirements include full IPv6 conformance, Section 508 accessibility compliance, and strict adherence to IRS security guidelines for safeguarding Sensitive but Unclassified data. The contractor must also provide comprehensive training through both face-to-face and virtual sessions. Proposals are due by November 6, 2026, and must be submitted in three separate volumes.
