Sole Source Notice

SOLE SOURCE NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source (RuralWest Corp.). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon this vendor being the only manufacturer/vendor able to satisfy this requirement. See FAR 8.405-6(e)(2). Requirement 1. Sole Source Justification: This purchase order is being accomplished due to an unexpected delay in performance on an Air Force wide services contract, Triple Play, which provides cable, internet, and phone services. Performance delays have been experienced because the current contractor, RuralWest, owns all cable and internet lines in Peterson AFB lodging facilities. There is currently no other vendor that can provide the required service to Peterson AFB lodging facilities 2. Barriers to Future Competition: This is a onetime purchase for cable and internet service, from 14 Sep 2008 - 31 March 2009, intended to insure service to Peterson AFB lodging facilities continues, uninterrupted, until cable line issues are resolved and the Air Force wide Triple Play contract begins performance.
