Sole Source: The United States Property and Fiscal Office, 9 National Guard Road, Columbia, South Carolina, intends to negotiate a firm-fixed price contract on a sole source basis with Motorola Solutions, located at 7031 Columbia Gateway Drive FL3, Columbia, MD 21046-2583. The USPFO has a requirement for firmware and flashcode upgrades for Motorola radio equipment that are non-compliant with AR 25-1 and DoDi 4650.10 due to current software firmware. The cost of replacing the current radio equipment is estimated at approximately $1,925,000. Performing a firmware and flashcode upgrade will cost in the range of $100,000 and $250,000, a considerable savings to the Government. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. Responses to this notice shall be sent to sharon.l.zimmerman8.civ@mail.mil no later than 1000 (10:00 AM ET) Friday, 2 September 2016. In order to protect proprietary information and prevent the unintentional releasing of guarded information, all interested firms must conduct their own research regarding the specifications of the above listed requirement. If no affirmative responses are received by the date and time listed to determine whether a qualified source is more advantageous to the Government, the negotiations will commence with Motorola Solutions. There is no solicitation package available.
