Sole Source Notice of Intent - Recruiting & Retention Advertising

THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. This is a notice of intent to award a contract on sole source basis, by the Massachusetts Army National Guard (MAARNG) under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), with J.F. Griffin Publishing LLC, 148 Main St, Williamstown, MA, 01267-2604, for the purchase of an advertisng package, for the period of 9/1/2020 - 8/31/2021 for Base Year. The North American Industry Classification System (NAICS) code for this acquisition is 511120 - Periodical Publisher, with a small business size standard of 1,000 employees. MAARNG Recruiting and Retention Battalion (RRB) has a requirement to purchase an advertising package through Massachusetts Parents Supervised Driving Program (PSDP) that was was developed by Registry of Motor Vehicle (RMV). The PSDP advertising package includes the following entitlements: Print Assets: 1. MAARNG Logo on the front cover of all programs 2. Message/letter, with MAARNG logo and graphic 3. MAARNG is mentioned on all pages that state the program guide and mobile app are published/produced - with support from 4. Two full page ads. 5. MAARNG logo on the table of contents page 6. MAARNG logo on the page preceding the driving log 7. MAARNG logo and message as the bottom banner/footer on the skills pages Digital Assets: 1. MAARNG will receive 25% advertising share on the Road Ready Mobile app (screen takeover ad) 2. (4) quarterly emails will be sent on MAARNG's behalf to all MA based Road Ready App users 3. MAARNG will receive 100% SOV, 300x250 pixel banner ad on the HTML version of the guide. 4. MAARNG will have the option to add content (articles, videos, links, etc) to the - resources page of the HTML version of the guide. J.F. Griffin Publishing has exclusive agreement with RMV and is the only company that can manage digital properties and printed publications for the PSDP. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for MAARNG may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to isao.hattori.civ@mail.mil. All responses to this notice of intent must be submitted by no later than 9/3/2020 at 1:00 PM Eastern Time. ***Ammendment 01 - This action will only be for one (1) year.
