Identification of the agency and the contracting activity, and specific identification of the document as a - Limited Source Justification. This is a limited source justification. Nature and/or description of the action being approved. This action will award a limited competition firm fixed price order to one of the following: Brantner & Associates Inc. dba TE Connectivity MOG 1039 Schlipf Rd Katy, Texas 77493-6572 Cage: 52115 Teledyne Instruments Inc. dba DGO Teledyne D.G. O'Brien Division 162 Corporate Dr Suite 100 Portsmouth, New Hampshire 03801-6815 Cage: 17476 3. A description of the supplies or services required to meet the agency's needs (including the estimated value). This requirement is to purchase the following: SDV MK11 Diver Communications Cable Assemblies, as described below. Line No.1 Part Number 7648254 Description Per DWG 7648254-1 Diver Comm Cable Assy Per DWG 7648254-1/C Quantity 20 EA The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. (Redacted) 4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1. The NSWC PCD Code S11 has a requirement to acquire Seal Delivery Vehicle (SDV) Diver Communication Cable Assemblies. NAVSEA Drawing 7648254, Rev C lists the following providers as approved sources of supply: Brantner & Associates, Inc doing business as TE Connectivity MOG; Teledyne D.G. O'Brien, Inc; and Ocean Design, Inc. Ocean Design, Incorporated was bought by Teledyne D.G. O'Brien, Inc. Teledyne D.G. O'Brien, Inc. is now Teledyne Instruments, Inc. doing business as DGO, Teledyne D.G. O'Brien Division. As the only approved sources of supply, no other brands are approved. If other sources were to be used, their products would have to undergo extensive testing to assure compatibility with the SDV MK11 system. These tests would be prohibitively costly and could take up to 8 months to complete. As such, the government does not expect significant savings through full and open competition and it is more advantageous to the Government to award on a limited competition basis to one of the companies referenced in Section 2 for the items as listed in paragraph 3 above. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. This requirement will be synopsized on the Contract Opportunities website at sam.gov per FAR Part 5.2. No additional market research was conducted for the reasons discussed in paragraph 4 above, for any companies other than those referenced in Section 2. 7. Any other facts supporting the justification. None. 8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
