The Naval Surface Warfare Center, Port Hueneme Division, plans to issue a Cost Plus Fixed Fee Order on a sole source basis to Kollmorgen Corporation’s Electro Optical Division under the existing Basic Ordering Agreement N00024-06-G-4300. This procurement addresses the Navy's need to redesign and produce 28V and 60V power supplies used in MOD 0 configurations of the MK 46 Optical Sight System (OSS). Due to obsolescence of the MOD 0 CDC chassis card VME power supply, a replacement power supply with comparable specifications must be developed. The contractor is responsible for providing detailed documentation on current power supply requirements, performing impact assessments on mechanical and electrical interfaces to ensure compatibility, and developing a comprehensive qualification and acceptance testing plan that includes temperature, vibration, shock, and EMI tests on an operational MK 46 MOD 0 OSS. Kollmorgen Corporation is uniquely qualified for this work, possessing the specialized technical knowledge, experience, and production capabilities necessary for manufacturing or repairing MK 46 OSS components. The contract outlines an 18-month delivery schedule after receipt of order. This sole source action is justified by the contractor's exclusive capacity to meet the Navy's highly specialized technical and manufacturing requirements for the MK 46 Optical Sight System power supplies.
