The US Army Corps of Engineers is planning a sole source procurement under FAR 6.302-1 for the Pump Stations Telemetry System, critical to the Picayune Strand Restoration Project (PSRP) in Collier County, Florida. This system, valued at approximately $150,000, includes specific brand name components such as Ethernet Network Switches, MOSCAD Programmable Logic Controllers, Microwave Ethernet Bridges, various pumps’ controllers, surveillance and security alarm panels, SCADA control software, and central control system computers. The system is designed for continuous operation, including during hurricanes and severe weather, allowing remote monitoring and control of water structures. Its compatibility and interoperability with the South Florida Water Management District’s broader network are vital for standardized training, maintenance, and operational effectiveness, with the equipment choices avoiding substitution to mitigate risks to life and property. The PSRP aims to restore over 55,000 acres in southwestern Collier County by removing subdivision infrastructure and reviving natural hydrology and ecology through construction of pumping stations, levees, canal plugs, and modifications to the existing road network. The Merritt Pumping Station will employ four engine-driven vertical pumps and two electrical pumps to achieve a firm pumping capacity of 810 cubic feet per second as part of this large-scale environmental restoration effort, which is valued between $25 million and $100 million. The solicitation notice for the Merritt Pump Station telemetry system was to be issued around April 30, 2009, with proposals due by mid-June 2009. While this contract is not a request for competing bids, the government will consider any proposals received within 15 days after the notice publication before deciding on competition. Further inquiries are directed to the designated contracting officer at the Department of Defense’s Jacksonville office.

Full Description

The US Army Corps of Engineers intends to solicit on a Sole Source basis under the authority of FAR 6.302-1, the Pump Stations Telemetry System which consists of brand name components such as: Ethernet Network Switches, MOSCAD Programmable Logic Controllers, Microwave Ethernet Bridges, Engine, motor, and station Programmable Logic Controllers, Surveillance Cameras and associated software, Central Control System SCADA software, Security Alarm Panels, Fire Alarm Panels, and Central Control System computers for the Picayune Strand Restoration Project. The telemetry system allows many water control structures to be operated and monitored remotely. It will operate 24 hours a day and will be designed to operate during hurricanes and other severe weather conditions. The Merritt Pumping Station will be part of a much larger system that South Florida Water Management District (SFWMD) uses to remotely operate and monitor its structures. The anticipated dollar amount of the Sole Source System is $150,000.00. The components listed above have been specifically selected due to their performance interoperability as part of an entire telemetry system. Substitution with similar components could present a considerable risk to life and property. The system as a whole provides standardization in training, maintenance, warehousing and interchangeability during potential life threatening weather events. The Picayune Strand Restoration Project (PSRP) will restore more than 55,000 acres of land located in southwestern Collier County, Florida to a healthy and functional wetland system. The plan for the Project is to remove the infrastructure of the subdivision and restore its pre-drainage hydrology and ecology, generating positive effects on the hydrology, vegetation and wildlife of the project area and surrounding public lands. The plan calls for the construction of a pump station and tie-back levees, spreader cells and canal plugs to slow water flowing through existing canals and distribute it across the landscape. In addition, the existing road network within PSRP will be taken down to grade with a limited portion of the roads remaining above grade. It will have 4 220 cfs engine driven vertical pumps and 2 75 cfs electrical pumps for a firm capacity of 810 cfs. The magnitude of construction of the PSRP is $25,000.00-$100,000,000.00. The work is in Collier County, Florida. A solicitation for the Picayune Strand Restoration Project, Merritt Pump Station will be issued on or about 30 April 2009 with proposals due on or about 16 June 2009. Interested persons may identify their interest and capabilities to the work described in paragraph 1 and respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen calendars days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Questions concerning this procurement may be addressed to Kathleen Duke at +1 (555) 000-0000 or email at contact@example.gov.

Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
