N0016422CB005 SOLE SOURCE - Non-personal professional and engineering support services for the International Fleet Support Program Office (IFSPO), PMS 326- PSC R425 NAICS 541330 Issue Date 24 May 2022 Time 14:00 EST - Closing Date 03 June 2022 Time 14:00 EST Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for a two (2) month base year period of performance (PoP) and two (2) two (2) month option PoPs with Tech Marine Business (TMB), 100 M Street, SE Suite 800, Washington, District of Columbia 20003-3519. In accordance with the statement of work, the International Fleet Support Program Office (IFSPO) PMS 326 executes and administers Foreign Military Sales (FMS) cases. PMS 326 primarily provides follow-on technical support (FOTS) to foreign navies. The purpose of this program is to provide eligible Foreign Navies access to a broad range of Life Cycle Support and other related services associated with the acquisition, operation, upgrade, modification, modernization, and maintenance of naval vessels within their inventory. The size and complexity of assigned FMS cases vary widely. The purpose of this contract is to assist PMS 326 in day-to-day management of Security Assistance programs and assigned FMS cases. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. The basis for restricting competition is the unacceptable lapse in PMS 326 FMS support services. Any interruption in FMS support services for PMS 326 would negatively affect mission readiness and long-term costs to the taxpayer. TMB is the only vendor capable of continuing to provide the Navy uninterrupted follow-on FMS technical support services. A formal solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Interested entities may identify their interest and capability to respond to the requirement. Direct questions to Mr. Michael Mahoney by email (contact@example.gov). Please reference the last four digits of the solicitation number when responding to this notice.

ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
