Full Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation #AG-3144-S-14-0034 is being issued for a SOLE SOURCE award to MEGA N.A. under NAICS 511210 - Software Publishers. The size standard is $35.5 million. in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. United States Department of Agriculture (USDA) requires USDA-Wide MEGA Software, Licenses, Maintenance, and associated Consulting, Professional and Training Services on an as-required basis. This solicitation will result in a single USDA-Wide Requirements contract for MEGA products and services. This will primarily serve the purpose of ensuring existing USDA MEGA customer needs are met at the most advantageous pricing and terms from an enterprise-wide perspective. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76 effective August 25, 2014. The evaluation for this award will be based on price, conformance to specifications and delivery terms. Award will be made based upon a determination of the proposal that the Government believes represents the "best value". Please send questions regarding the solicitation to jason.kattman@ftc.usda.gov. All written questions must be received no later than 4:30PM, Eastern Standard Time September 10, 2014. The closing date for receipt of all volume submissions is to 4:30PM Eastern Standard Time, September 12, 2014.
