Egyptian Navy Autonomous INTelligence System (AINTS) Platform Integration
Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. Proposals must be submitted via the PIEE SOL module and include detailed volumes covering contractual information, cost narratives, and technical capabilities.

Atlas North America, LLC is the original equipment manufacturer (OEM) for the AN/ASQ-232 AMNS System. The MH-53 AMNS and console were originally developed by Atlas as a subcontractor to Lockheed Martin Corporation under NAVSEA contract N00024-99-D-6311. Given the complexity of these systems and the level of system knowledge required to overhaul, repair, and maintain these complex equipment and systems, Atlas is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering services to accomplish all tasking. Use of any other vendor would result in substantial duplication of cost (to date, approximately $40,000,000.00 in spare and repair parts as well as repair and overhaul services) to the Government. These costs would not be recovered through competition. FOB Destination: Delivery Point Destination is the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Ave, Panama City Beach, FL 32407-7018. All items will be delivered within thirty (30) days after contract award. The NAICS Code is 334511. Small Business Size Standard is 750 employees. The FSC is 1287 Offerors wishing to qualify items for future procurements may find out about the process for qualification by contacting Mr. Byron Matthews, NSWC PCD Code A22, byron.matthews@navy.mil.
