Administration and Maintenance Services for HPE Cray EX Supercomputer System


The DoD High Performance Computing Modernization Program (HPCMP) has a requirement for the additional administration and maintenance services for the HPE CRAY EX supercomputer system.  The HPCMP intends to issue an award to Hewlett Packard Enterprise Company (CAGE Code: 7ES51) on a sole source basis.


It has been determined that Hewlett Packard Enterprise Company is the only source with the capability to provide these administration and maintenance services because the company possesses the exclusive intellectual property rights for the HPE Cray EX 2500 upgrade system, which are not available from any other source.


The NAICS code for this requirement is 334111 Electronic Computer Manufacturing (Other Computer Related Services) with a small business-size standard of 1,250 employees.


This notice is not a request for competitive quotes or proposals.  A solicitation will not be issued.  However, all responsible sources may submit a capability statement, which shall be considered by the agency.  The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.  The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. 



Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.  Verbal communications are not acceptable in response to this notice.  Responses to this requirement may be submitted to Contract Specialist Kevin Culley at kevin.j.culley@usace.army.mil and to Contracting Officer Melissa Lynn at melissa.k.lynn@usace.army.mil.  Contract number W912HZ23F0200 shall be included in the subject line of the e-mail submission.  Responses must be received no later than 15 days from the posted date of this notice.
