Request for Qualifications - Conn Dam Stability Assessment, Spillway Improvements, and Feasibility Alternatives Study
Solicitation # 2026-RFQL-054
The City of Napa Utilities Department is seeking a qualified consulting team through Request for Qualifications 2026-RFQL-054 to perform a stability assessment, spillway improvements, and a feasibility alternatives study for the Conn Dam. The project is driven by requirements from the California Department of Water Resources Division of Safety of Dams (DSOD), which identified that the existing spillway does not meet current Probable Maximum Flood (PMF) design criteria and raised concerns regarding the long-term geotechnical stability of the dam embankment. The selected consultant will be responsible for conducting comprehensive subsurface explorations, performing static and seismic slope stability evaluations, and recommending alternatives to mitigate spillway deficiencies. Additionally, the scope includes evaluating options to increase reservoir storage capacity to enhance water supply reliability and flood protection, while supporting future U.S. Army Corps of Engineers (USACE) feasibility studies. This procurement follows a Qualifications-Based Selection process per the Brooks Act, where the award is based on technical capability and experience rather than cost. Evaluation is a two-step process consisting of a Statement of Qualifications weighted at 70 percent and optional oral interviews weighted at 30 percent. A critical project milestone is the submission of a comprehensive geotechnical investigation report to the DSOD by December 31, 2028. The contract requires strict adherence to federal and state regulations, including 2 CFR Part 200 Uniform Guidance, the Build America Buy America Act, and various civil rights and accessibility certifications. Statements of Qualifications are due by October 29, 2026, via the City's Opengov procurement portal.

AI Contract Overview

The Naval Surface Warfare Center has issued a sole source justification for solicitation N61331-24-T-JK03 to award a firm fixed price purchase order to Innovative Professional Solutions, a Woman Owned Small Business. This procurement is for engineering services and support equipment related to the Advanced Acoustic Generator, specifically the Australian Acoustic Generator and the Infrasonic Australian Acoustic Generator. The award is justified on the basis that Innovative Professional Solutions is the only US-based entity possessing the proprietary knowledge and subject matter expertise required to modify the Programming Unit and the Sweep Track Monitor, as well as their interfaces with the IAAG. The contract is managed by the Department of Defense in Panama City Beach, Florida, under NAICS code 541330. It incorporates standard federal contract clauses including FAR and DFARS regulations, with specific requirements for cyber incident reporting and payment processing via Wide Area Workflow. The government determined that competing this requirement would result in unacceptable delays and that no other contractor could duplicate the specialized processes necessary to fulfill the requirement, making a sole source award in the best interest of the government.

Sole Source to Innovative Professional Solutions. See attached justifications and clauses. This procurement is sole source for the following reasons. Innovative Professional Solutions is the subject matter expert for the AAG, IAAG, and related Support Equipment, and is the only USA-based entity with knowledge of the Programming Unit, the Sweep Track Monitor (STM), and their interfaces with the IAAG. No other manufacturers have access to the proprietary knowledge required to modify the Programing Box and the STM for the IAAG. No other contractor will be able to duplicate the knowledge and processes. As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments best interest to award on a sole source basis to Innovative Professional Solutions.
