This contract establishes a sole source procurement from Persistent Systems, LLC for various quantities of their proprietary embedded electronic modules to support the Navy's Rollaway project. The modules are critical components designed exclusively by Persistent Systems, with no authorized distributors available, making them the only viable source for these parts. As the original equipment manufacturer, Persistent Systems possesses the necessary data rights and in-house expertise to supply modules that meet the specific operational requirements of the system. The contract emphasizes that using alternative parts would incur higher costs due to additional testing, qualification, and potential risks of damaging or impairing the system's functionality, highlighting the importance of acquiring these modules directly from Persistent Systems. The solicitation was posted on July 31, 2025, with a response deadline of August 5, 2025, and is managed by the Naval Surface Warfare Center in Panama City Beach, Florida. The procurement falls under NAICS code 334418, which pertains to electronic component manufacturing. Key points of contact include Jessica Clark and Jamell L. Kilgore, both of whom can be reached via email for further inquiries. The contract aims to ensure the integrity and performance of the Rollaway system by securing essential embedded modules from the original manufacturer, thereby avoiding the complications and costs associated with sourcing alternative components.

Full Description

Sole Source to Persistent Systems, LLC. for Various Quantities of Persistent System's Brand Embedded Electronic Modules For the Rollaway Project. Persistent System's Brand Embedded Electronic Modules The NSWC PCD Rollaway project requires parts and various items as listed in the sole source justification and Attachment#1 to enhance and improve the operating capabilities of the system. The parts being acquired are exclusively made by Persistent Systems. There are no authorized distributors of these part or other supply items. As the original equipment manufacturer (OEM) of these parts, Persistent Systems is the only company with the required data rights and in-house resident knowledge to provide the embedded modules with the required capabilities required by the Government. Use of alternative parts would be more costly as it would require additional tools and labor to test and qualify alternatives. Additionally, use of alternate equipment may introduce new or changing existing parameters that could damage or affect the proper operation of the Rollaway system. Therefore, it is imperative that these embedded modules are acquired from Persistent Systems. *See All Attachments for Complete Requirement Details.
