The contract involves a sole-source fixed-price indefinite delivery, indefinite quantity agreement with Crane Electronics to upgrade WRA-9 units to new configurations. The primary objective is to enhance these units to the ASE and LBDR configurations, ensuring compatibility without the availability of a complete technical data package to allow competitive bidding. The Government highlights that competition would lead to duplicated costs and only partial fulfillment of requirements, with significant development and sustainment costs if non-interchangeable parts were procured. This contract is managed by the Naval Surface Warfare Center Crane Division, with proposals due by May 23, 2026. An amendment to the contract has been issued to extend the period of performance from July 26, 2027, to July 26, 2030, ensuring continued mission support. Additionally, the Government updated its point of contact to Devin Wilson at NSWC Crane. No adjustments to the contract ceiling are planned or contemplated as part of this amendment. The work remains a sole-source effort due to the specialized nature of the product and the unique capabilities of the contractor.

ORIGINAL POST:

Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a single Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to upgrade WRA-9 (P/N A4D0201-3) units to the ASE configuration (P/N A4D0201-5) and to the LBDR configuration (P/N A4D0201-6).  This effort will be Sole Sourced to Crane Electronics, Inc., 84 HILL AVE NW, FORT WALTON BEACH, FL, 32548-3858 in accordance with the authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1.  The Government does not possess a complete technical data package to compete this action.  A competitive procurement approach would result in significant duplication of costs and provide items that only functionally meet the requirements.  Procurement of parts, which are not form, fit and functionally interchangeable, would result in not only development costs but more significantly, sustainment costs. The effort will not be set aside for small business concerns.

No hard copies of the solicitation will be mailed.  Offers must be submitted in the format specified by the solicitation.  It is the responsibility of the offeror to submit offers to the POC at NSWC Crane.  All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.  Government point of contact is Mr. Jerry Bean, Code 0242, telephone 812-854-6823, or e-mail jerry.bean@navy.mil (preferred).  Complete mailing address is: NSWC Crane Division; ATTN: Jerry Bean; Code 0242, Bldg 121; 300 Highway 361; Crane, IN 47522-5001.  Please refer to the above solicitation number when responding to this notice.  All changes to the requirement that occur prior to the closing date will be executed via an amendment.  For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
