THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 “SYNOPSES OF PROPOSED CONTRACT ACTIONS”
NAICS 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables

The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) supply, single source procurement to Emerson Process Management Power & Water Solutions, Inc. for solenoid-operated unloader pilot valve replacement kits to support John Day Lock and Dam, Portland District.
REASON FOR SOLE SOURCE ACQUISITION:
The statutory authority for this non-competitive acquisition is 10 USC § 3204(a)(1), RFO FAR 12.102(a), Soliciting from a single source for commercial purchases not exceeding the simplified acquisition threshold.
The purpose is to supply solenoid-operated unloader pilot valve replacement kits to support John Day Lock and Dam.
Background: The US Army Corps of Engineers Portland District John Day Lock and Dam have a requirement for the purchase of solenoid-operated unloader pilot valve replacement kits. The legacy Main Unit governor unloading hardware has not been upgraded during the life of the Main Units. This hardware is at its end of life and is now required to be replaced. The required solenoid-operated unloader pilot valve replacement kits will provide electronic control of the unloader process resulting in greater reliability.
Justification: The required solenoid-operated unloader pilot valve replacement kits are proprietary, brand-name components available exclusively from Emerson Process Management Power & Water Solutions, Inc. No other vendor or supplier is authorized to supply these proprietary kits. Additionally, the proprietary Emerson kits are the only kits compatible with the existing Main Unit generator control equipment at John Day Lock and Dam. No other brand can be used.
Impact: The proprietary Emerson solenoid-operated unloader pilot valve replacement kits are mandatory; no other alternative brands are compatible with existing equipment and failure to upgrade the legacy Main Unit governor unloading hardware will result in continual unscheduled outages at random intervals
The Government intends to solicit Emerson Process Management Power & Water Solutions, Inc. directly for this project on or around 28 July 2026. At this time, a solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
