Solicitation for Elevators Preventive Maintenance Service

The U.S. Embassy Tbilisi is procuring routine preventive maintenance services for elevators located at the Chancery, Annex, and CMR Residence under a firm fixed price contract with a one-year base period and four one-year optional periods, for a potential total duration of up to five years. Services include monthly inspections, emergency repairs with same-day response, after-hours adjustments, and full compliance with manufacturer specifications and applicable safety standards such as OSHA 29 CFR 1910.147, GFCI requirements, and confined space entry protocols. The contractor must provide all labor, tools, parts, transportation, and materials necessary to ensure elevators operate safely and reliably, with no more than one customer complaint permitted per month. All services are performed on-site in Tbilisi, Georgia, and the contract requires a designated project manager fluent in English to serve as the primary liaison with embassy staff. Payment will be made monthly via electronic funds transfer in Georgian Lari at the official exchange rate, net 30 days upon receipt of a properly formatted invoice submitted by email to the designated finance office, with no use of WAWF or IPP systems. The contract is evaluated on a Low Price Technically Acceptable basis, where technical acceptability and responsibility are threshold requirements, and award is granted to the lowest-priced offeror who meets all mandatory criteria. The contractor must comply with a comprehensive set of Federal Acquisition Regulation clauses covering whistleblower protections, ethics standards, cybersecurity prohibitions including bans on Kaspersky, ByteDance, and covered telecommunications equipment, supply chain security requirements, labor standards, wage compliance under Executive Order 14026, paid sick leave, employment eligibility verification, and insurance obligations including Defense Base Act coverage. The contractor is required to maintain and submit proof of all necessary licenses, a current SAM registration with a valid UEI, a certificate of insurance, and an inventory of spare parts suppliers. All subcontracts must flow down critical clauses related to ethics, cybersecurity, and labor standards. The contractor must also adhere to U.S. government branding requirements, including the use of the U.S. flag and acknowledgment of Department of State funding in all reports or communications. Performance is monitored by a designated Contracting Officer’s Representative who reviews monthly inspection checklists and ensures compliance with the contract’s quality standards.
