The Senior Communications Advisor (SCA) for USAID/Ukraine plays a vital role in enhancing public understanding and support for USAID’s efforts in Ukraine, which is the agency’s largest and most complex mission in the Europe and Eurasia region, with over $4 billion allocated to respond to Russia’s invasion and support various development activities. Reporting directly to the Deputy Mission Director, the Advisor leads the Development Outreach and Communications team within the Office of Strategic Engagement, overseeing the development of strategic communication campaigns, high-level outreach materials, and public events to promote awareness of USAID’s programs and USG priorities. The role involves coordinating closely with the U.S. Embassy Public Affairs Office, technical offices, civil society, media, and international partners to ensure messaging is aligned and impactful, especially in the context of high-profile visits and USG policy objectives. The Advisor is responsible for crafting and supervising external communications, managing social and digital media platforms, and organizing public-facing activities such as conferences and press events. As the Office Director, they provide expert advice on communication strategies, develop briefing materials, and serve as the primary liaison with Washington-based bureaus and the interagency.
