The U.S. Embassy Juba is soliciting quotations for fiber optic internet services and a dedicated leased line circuit to connect its existing compound in Kololo to the new Embassy compound in Rock City, along with the point-to-point installation and termination of dark fiber optic cable over a 6–7 kilometer distance. The scope includes pulling, splicing, and terminating single-mode fiber with LC connectors compatible with 10GBASE-LR optics, using existing conduits and ensuring 12 fiber strands (four active pairs and eight reserved). The services are divided into two CLINs: CLIN 0001 for recurring monthly fiber internet services with four bandwidth options and a one-year base period plus four one-year option periods, and CLIN 0002 for a non-recurring, one-time installation of dark fiber infrastructure. Technical requirements mandate circuit availability of 99.7% monthly, bit error rate not exceeding 1 in 10⁶ bits for 99.7% of the time, packet loss under 0.5%, and full compliance with CCITT G.821 standards. Acceptance testing will be conducted by the U.S. Embassy Juba at the destination site, with the contractor responsible for meeting all performance metrics and providing certified test results and as-built documentation.
