It seeks the supply of 233 units of a specified waste receptacle (NSN 7240-01-537-1804, Part No. 5-15-33963) with an option to procure an additional 233 units. The procurement involves strict compliance with a Technical Data Package (TDP) distributed only to authorized U.S. Government entities and their contractors. The contract mandates military preservation, packing, and marking in accordance with MIL-STD-2073-1 and Special Packaging Instructions, requiring pallets for large shipments, machine-readable Unique Item Identification (UII) marking per MIL-STD-130, and compliance with wood packaging standards. Deliveries are FOB destination to DLA Distribution Red River in Texarkana, Texas, with an option for early shipment granted by the Procuring Contracting Officer at no additional cost to the Government. The evaluation process prioritizes delivery and price, with delivery being the most critical factor and price considered only when delivery proposals are comparable, utilizing a best-value trade-off approach rather than lowest-price evaluation. Offerors must submit proposals electronically by the extended deadline of June 29, 2026, and proposals must remain valid for at least 90 days. The contract includes FAR and DFARS clauses emphasizing ethical business practices, supply chain security, prohibition of certain telecommunications equipment, and rights for Government inspection and acceptance at the origin point. Contractors must provide Certificates of Conformance, comply with packaging, marking, and preservation requirements, and perform inspection and acceptance at the place of production. Invoicing will be conducted electronically through the Wide Area WorkFlow system, with designated contracting specialists available for inquiries. The contract structure includes base and option line items priced per FAR 52.217-5, with all other terms and conditions largely unchanged by previous amendments extending submission deadlines and clarifying solicitation details.
