SOLID WASTE DISPOSAL SERVICES

Ector County is soliciting sealed bids under solicitation 2026-IFB-134 for a qualified and permitted contractor to provide municipal solid waste disposal services. The selected contractor will be responsible for providing the labor, equipment, and facilities necessary to accept and dispose of waste materials, including household garbage, construction and demolition debris, bulky waste, and contaminated soil, collected by the Ector County Environmental Enforcement Department. The scope of work supports nuisance property abatements, illegal dumping remediation, right-of-way cleanups, and emergency response activities. Ector County maintains responsibility for the collection, loading, and transportation of all waste to the contractor's facility. The contract will be awarded to the lowest responsive and responsible bidder based on the total evaluated bid price, which includes unit pricing for waste disposal, minimum load charges, special waste fees, and regulatory fees. Evaluation criteria include the bidder's experience, financial responsibility, regulatory compliance, and the provision of at least three references from the past five years. The initial term of the contract is one year, with the possibility of four additional one-year renewals. All services must comply with Texas Commission on Environmental Quality requirements and other applicable federal, state, and local laws. Bids are due by 2:00 pm CST on September 23, 2026, and may be submitted via OpenGov or as sealed hard copies. The awarded vendor must provide various certifications, including Form 1295 and several Texas Senate and House Bill verifications, as well as an ACORD Certificate of Insurance. Payments will be made within thirty days of receiving a valid, itemized invoice and supporting weight tickets, in accordance with Chapter 2251 of the Texas Government Code. The contract is governed by the laws of the State of Texas, with the venue established in Odessa, Ector County.
