Non-RCRA Hazardous Waste Collection and PackagingThe contract entails the collection, segregation, and compliant packaging of non-RCRA hazardous waste at military and federal facilities, ensuring adherence to stringent environmental and safety standards. All waste must be containerized according to MIL-STD-129 specifications, which govern standardized labeling, marking, and packaging procedures to maintain uniformity and traceability across Department of Defense operations. The work is performed under a subcontract awarded by the Defense Logistics Agency, with performance expected at various locations under the Department of Defense, though specific geographic details are not provided. The task requires specialized expertise in handling non-RCRA regulated materials, which fall outside the scope of standard EPA hazardous waste regulations but still necessitate rigorous compliance due to their potential risk to health and the environment. The solicitation was posted on July 17, 2026, and is administered under NAICS code 562111, which corresponds to hazardous waste collection and treatment services. As a subcontract, it operates within the broader framework of Defense Logistics Agency contracts, with the primary contractor responsible for integrating this service into larger waste management programs. Although no set-aside designation is specified, the work is critical to maintaining operational readiness and environmental compliance at federal installations. All activities must align with DoD directives and military standards, and the successful performer must demonstrate proven capability in handling sensitive hazardous material logistics in secure, high-tempo environments.

This CSO serves as a general announcement mechanism to competitively select proposals via peer, technical, and operational review, enabling streamlined procurement under FAR Part 12 Commercial Item Procedures with fixed-price contracting. The contract vehicle is structured as a Single Award Task Order Contract (SATOC), allowing for multiple task orders to be issued against the base agreement through September 30, 2030, with no predetermined aggregate value. The award basis is best value, using a trade-off approach that considers technical merit, schedule realism, and fair and reasonable pricing rather than lowest price technically acceptable. Proposals must be submitted in two volumes: a technical proposal excluding cost information and a separate price proposal with detailed cost breakdowns, each adhering to AoI-specific formatting, submission deadlines, and electronic requirements. The scope of work spans multiple specialized Areas of Interest including minor construction requirements, a Computer Numerical Control Gantry Machining Center, solid waste disposal with a base period and four option years, material laboratory services, FM200 fire suppression inspections, test track camera system installation, and safety breathing equipment. All work is to be performed at Anniston Army Depot, Alabama, and contractors must comply with federal, state, and local laws, as well as government-defined quality and reliability standards without specific MIL-STDs listed. Proposals are evaluated on technical approach, performance schedule, and price reasonableness, with final award dependent on funding, negotiation outcomes, and alignment with the Army’s Convergent Manufacturing goals to enhance agility, digital enterprise, automation, and cybersecurity across the OIB. Submission is strictly electronic via email or designated portals per AoI, with no reimbursement for proposal costs, and all offerors must be registered in SAM.gov. While no specific security clearances or key personnel requirements are mandated, compliance with DOD STIGs for IT systems and the Procurement Integrity Act is implied, and intellectual property rights are negotiable. Contract administration is overseen by Amber Burdett and Diana Ponder, with invoicing
