USDA RD has a requirement for contactor services to provide a Loan Origination System (LOS) solution in a multi-phase delivery: First, an Initial Operational Capability (IOC) which is complete at the end of Sprint 2, followed by incremental Sprints that improve the IOC leading to a minimal viable product (MVP) and then, the additional identified Fully Operational Capability (FOC) requirements. The solution system(s) will meet the business-level functionality and integration points described in subsequent sections of this document and meet evolving requirements while leveraging Agile best practices in software development. The new solution must support a highly automated online application intake and origination solution (with mobile capability) for 502, 504, and 306C loan/grant programs; collect complete data attributes needed by the USDA RD , including those identified in the industry-mandated Uniform Residential Loan Application (URLA) changes necessary to make eligibility and underwriting decisions; and process the loan applications through the closing of the loan and construction management and conversion, when applicable. The solution must provide a standard, web-based, loan origination scalable platform that allows consumers to complete and submit a loan application using modern browsers or standard mobile device. It should include the ability for applicants to pay credit report fees from the browser or USDA RD approved mobile device and the ability for the applicant to electronically submit required documents and sign any required forms in a legally enforceable digital/electronic format. Applicants must not be required to visit a local RD office to obtain access to the web-based loan origination solution.
