THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO SONY PICTURES TELEVISION, INC.FOR TELEVISION PROGRAMMING HQ0028-FY17-0004 This is a Notice of Intent to issue a firm-fixed-price contract for a base year and four option years to Sony Pictures Television Inc., 10202 W. Washington Blvd., Culver City CA 90232 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10U.S.C. 2304(c)(1). Sole Source Justification is attached hereto. The proposed procurement is for television programming currently licensed/distributed by Sony Pictures Television Inc. for the American Forces Network - Broadcast Center (AFN-BC), located at the Defense Media Activity, 23755 Z Street, Riverside, CA 92518. Required CLIN Structure and Contract Clauses: Purchase Request Number: HQ0028-FY17-0004 CLIN 0001: TELEVISION PROGRAMMING - Base Year The contractor shall provide broadcast rights provide broadcast rights to its television programming toAFN to reproduce and distribute, provide live feeds or recorded copies of authorized programs and provide access to websites. AFN will distribute theprogramming by encrypted, digitally compressed satellite transmission system(currently Cisco's PowerVu Plus (MPEG-4) and/or by mail to authorized AFNtelevision outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitallycompressed satellite transmission, and/or limited closed-circuit distributionsystems. Option Year (4) Ordering Period: February 1, 2021 through January 31, 2022 Est Quantity Unit Unit Price Amount 1 This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The primary North American Industry Classification System (NAICS) code is 512120 - Motion Picture and Video Distribution, and the small business size standard is $32.0M. This notice of intent is not a request for competitive quotations; however, all responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
