The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Small Outdoor commercial cannabis license. The Project currently consists of 4,955 sq ft of mature cannabis cultivation and 480 sq ft of immature cannabis. : The Project currently consists of 4,955 sq ft of mature cannabis cultivation and 480 sq ft of immature cannabis. The project is approved by the local area to cultivate up to 10,000 sq ft of outdoor mature canopy. Support infrastructure includes two 300G and two 500G Water storage tanks, one 3,000G water storage tank, six 275G water storage tanks, one 2,500G water storage tank, one proposed 5,000G water storage tank, permitted groundwater well, shed for pesticide storage, composting area for cannabis waste and a shed for processing and harvest storage. Processing will occur, and immature plants will be obtained offsite. Water for the Project would be provided from an onsite well. An onsite septic system would serve the Project’s domestic wastewater needs. There are no natural surface water features anywhere on the property: no jurisdictional watercourses, no wetlands, and there are no excavated stock ponds. No grading or heavy equipment use will be necessary to implement the Project. Road improvement components will consist of resurfacing with gravel. Power for the Project site is provided through an existing connection to Trinity Public Utility District’s grid, which also powers the pump through which water is pumped to the storage tanks from the from the onsite well. Three resident/employees live on the property year-round; there are no additional employees onsite during the cultivation season. The number of daily trips for the delivery of materials or supplies and shipment of agricultural product amount to no more than two times per month; trips related to personal errands and/or to obtain general domestic supplies occur daily. Domestic wastewater is treated by a permitted septic system installed on the property in 2000. The cultivation is irrigated via a drip system and is only watered in the morning and evening to reduce evapotranspiration and water loss. The Project has been designed such that no appreciable wastewater would be generated by Project operations throughout the year. Collected and consolidated cannabis waste product will be composted. The applicant will utilize energy and water as efficiently and conservatively as possible; currently and into the foreseeable future, crop irrigation is conducted by drip system. Annual agricultural water demand related to the cannabis cultivation amounts to 74,000-gallons annually. The applicant also will utilize blackout tarps for light mitigation and keep business hours to a standard 8 a.m. to 5p.m., Monday through Friday to avoid noise conflicts with residences and potential disturbance to nocturnal wildlife. Onsite security systems include locked gates at all Project site access points, guard dogs, security cameras, and motion activated lighting. Disturbed soil will be reseeded with native vegetation to reduce erosion on slopes, and erosion control devices such as straw wattles will be installed where appropriate
