The Soulajule-Nicasio Culvert Restoration project, managed by the Marin Municipal Water District in California, involves the critical removal and replacement of two failed corrugated metal pipe culverts located beneath a road crossing on Telephone Road. The existing failure caused sediment displacement and rendered the road impassable, necessitating immediate infrastructure repairs. The project will replace the damaged structures with a double barrel reinforced concrete pipe installed within the existing footprint and entirely within the District's flowage easement. Construction activities will include excavation, removal of old materials, assembly of the new culverts, backfilling, and the installation of rock slope protection at the inlet and outlet to stabilize the channel and prevent future erosion. To minimize environmental impact, all construction work is scheduled to occur during the dry season when no streamflow is present, ensuring that impacts remain temporary and confined to the District's easement. The project has been granted a Notice of Exemption from the California Environmental Quality Act (CEQA) because it is categorized as a repair and replacement of existing infrastructure intended to restore road access and maintain stream function. This forecast project is overseen by the Director of Engineering for the Marin Municipal Water District and is focused on restoring essential transportation and hydrological stability to the area.
