AI Contract Overview
The Army Contracting Command – Detroit Arsenal (ACC-DTA) has issued a Sources Sought Notice to identify interested and capable vendors for the production of ADR Vehicular Equipment Kits, which are safety and emergency response toolkits mandated for vehicles transporting hazardous materials under the ADR treaty. These kits are intended for integration with a range of military vehicles, including models such as M916A2, M107, M1095, and others as detailed in Attachment 0001. The kits consist of personal protective equipment, spill control items, and legally required instructions to enable drivers to manage incidents safely until emergency services arrive. This notice is strictly for market research and government planning purposes and does not constitute a solicitation or guarantee of contract award. Access to the detailed Technical Data Package (TDP), which contains specifications and source-controlled parts lists (Attachment 0003), is tightly controlled and requires vendors to have a current DD Form 2345 certification on file with the Defense Logistics Information Service, with a formal request process outlined for obtaining access. Vendors lacking certification must apply to the Joint Certification Office, a process estimated to take six to ten weeks. The contract will require adherence to ADR regulations, CE marking standards, ISO 9001:2015 quality management requirements, and compliance with subcontracting limitations under FAR 52.219-14. Vendors must demonstrate production capacity, experience with First Article Testing, ability to source specified components from approved suppliers, and provide past performance data. The anticipated contract performance period is up to five years, with delivery timelines approximately 275 days following an order, and the place of performance located in Michigan. Proposals must be submitted via email by the stated deadlines, including detailed capability questionnaire responses, vendor profile data, and certifications. Confidential data handling protocols require specific marking and strict destruction requirements post-review. The contracting specialists available for contact are Meika Cole and Diana Jones at ACC-DTA. This announcement seeks to gauge market interest and capacity but does not provide pricing details, contract type, or award criteria, which will be developed after vendor feedback and a formal solicitation process.

The ADR Vehicular Equipment Kit is a standardized, pre-packaged set of safety and emergency response equipment legally required by the ADR (Agreement concerning the International Carriage of Dangerous Goods by Road) treaty for any vehicle transporting hazardous materials. Its primary purpose is to provide the driver with the essential tools to manage the initial phase of an accident or spill by ensuring their personal safety, warning other road users, and taking immediate preventative actions. A comprehensive kit typically includes Personal Protective Equipment (PPE) such as chemical-resistant gloves, eye protection, and a high-visibility vest; general safety items to secure the scene like wheel chocks and self-standing warning triangles; and spill control equipment, including a drain seal, absorbent materials, and a collection shovel. Crucially, the kit must also contain the "Instructions in Writing" that detail the specific hazards of the cargo and the appropriate emergency procedures. In essence, it is a legally mandated, self-contained toolkit designed to enable a driver to respond safely and effectively until professional emergency services arrive.
