The Department of Energy’s Western Area Power Administration, Upper Great Plains Region, is seeking qualified contractors for the removal, cutting, and trimming of large trees—some over 40 inches in diameter and 70 feet in height—along electrical transmission line right-of-ways. This work is necessary to maintain adequate clearance and access to transmission lines and structures across multiple states, including North Dakota, Montana, South Dakota, Minnesota, Iowa, Missouri, Nebraska, Colorado, and Wyoming. Contractors must be able to mobilize crews within 72 hours of notification and may be required to deploy multiple crews simultaneously across different locations. Crews will typically include a foreman and one or two journeyman-level cutters/trimmers equipped with appropriate tools such as aerial lifts, brush chippers, and pickup trucks. Western is particularly interested in small business firms with proven experience in tree cutting and trimming near high voltage electrical lines, emphasizing safety compliance with OSHA regulations and evaluating firms based on technical factors higher than price. Potential awards may be made for four geographic areas: North Dakota, South Dakota (plus parts of surrounding states), Montana, and the Rocky Mountain region (Wyoming, Colorado, and Nebraska). This announcement serves as a preliminary notice, with a formal solicitation to be released later, including a scheduled site visit. Interested parties are encouraged to submit information demonstrating capability and experience to designated Western and Small Business Administration contacts.
