Sources Sought - Compact Mini Crawler Crane

The Government is conducting market research to identify capable sources for a compact mini crawler crane, commonly referred to as a spider crane, to perform lifting operations in confined or limited-access environments. The equipment must meet stringent performance specifications including a maximum lifting capacity of 6,680 pounds at eight feet and 5,000 pounds at ten feet, a 39.8-foot boom length, and a hook height of 41.3 feet. It must feature endless rubber crawler tracks, 360-degree non-stop swing capability, hydraulic independent steering, and the ability to climb gradients up to 23 degrees. The crane must be powered by a JP-8 compatible engine, utilize a variable delivery piston hydraulic pump, and include four multi-position outriggers with interlock warning displays. A full suite of safety systems is required, including load moment indication with the P.A.T. system, automatic winch brake, wire rope limiter, emergency stop button, and an onboard self-diagnostic computer system. Remote control functionality is mandatory, providing infinitely variable operation, and the unit must be painted tan with a boom tip-mounted single-person work platform. A minimum 12-month manufacturer warranty is required, along with a recommended two-year spare parts maintenance package and full inspection and training support. The crane must be delivered with an integrated hydraulic tilt deck trailer equipped with track mats, fuel jugs, outrigger pads, a rigging box, a spare tire, and a custom ramp with tie downs. MILAR non-marking tracks are recommended, though the unit may ship with standard tracks. All vendors must respond using the official Vendor Response Template, which requires detailed company information including UEI, CAGE code, SAM.gov registration status, and business size certification under NAICS 333120. Respondents must also disclose their role as manufacturer, authorized distributor, or reseller and certify ability to provide OEM parts, technical support, and direct warranty coverage to the Government. Socioeconomic status such as 8(a), HUBZone, SDVOSB, WOSB, or EDWOSB must be indicated if applicable. Proprietary information must be clearly marked, and while budgetary pricing is optional, formal quotes are not expected at this stage.
