This Sources Sought notice is issued for planning purpose only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources in determining if a Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a ), Historically Underutilized Business Zone Small Business (HUBZone), or Women-Owned Small Business (WOSB) set-aside of the solicitation is appropriate, and in determining whether or not this approach to securing contracting support is practicable. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned. The purpose of this Sources Sought notice is to obtain information on contractors who can provide a capable quality control and quality assurance web-based software tool. The United States Department of State (DoS), Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A) provides aviation support for the eradication and interdiction of illicit drugs, training of contractor and host nation personnel, embassy support, movement of personnel and equipment, reconnaissance, personnel recovery (PR), medical evacuation, security of personnel and equipment, and ferrying of aircraft. To support the aforementioned missions, INL/A utilizes multiple performance-based contracts to provide Program Support, Global Information Technology, Flight Operations, Logistics, Maintenance and Safety. The required tool shall be applicable to all INL/A's performance-based contracts and customizable so that the standards and specifications correspond with lines from the contractor Performance Work Statement (PWS) as included in the Quality Assurance Program. The Quality Assurance Program provides operational oversight of all areas through the use of internal and external audits/monitors. This program tracks operational performance measures and goals to ensure variances in established procedures are clearly identified and corrective actions defined to ensure the services provided to the customer are of the highest standards and continually enhance the overall mission of the Department of State Office of Aviation at CONUS (continental U.S.) and OCONUS (outside the continental U.S.) locations. This tool shall provide functions including, but not limited to, scheduling and performing audits by both the government and contract personnel, generating and transmitting Corrective Action Reports (CARs), monitoring of open CARs, scoring performance (based on specifications and metrics within the Quality Assurance Program), and trend analysis. The tool shall be able to be updated to accommodate changing requirements. It is estimated that there will be a minimum of 120 users. Due to the remote and austere locations in which INL/A operates, connectivity to the network is not readily available in all operating locations. For that reason, a cloud-based hosting solution may be necessary. Cloud hosting shall have a Secure Socket Layer (SSL) connection and redundancy features, to include daily back-ups. Initial training shall be provided, as well as follow-up training for new employees and for software updates or modifications. The vendor shall provide either phone or on-line support. The following information is requested in this Sources Sought: 1. Company name, point of contact, phone number, and address; 2. DUNS Number and CAGE Code; 3. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor]; 4. Small Business/SDVOSB/HUBZONE/8(a)/WOSB certification; 5. Statement of capabilities in providing a software tool that can perform the requirements as stated, as well as any minimum and recommended system requirements to run the web-based tool. 6. Examples of past performance utilizing said tool. Interested contractors may provide the above information via e-mail to the addresses listed below. Information submitted must be in sufficient detail as to allow for a thorough government review of firm's interest and capabilities. This information is due no later than Monday, December 3, 2018.
