Multidiscipline Indefinite Delivery Contracts for Topographic, Boundary, Hydrographic, Geospatial Database Development, and Unmanned Systems Surveying and Mapping for Projects under the Jurisdiction of the Baltimore District and North Atlantic Division

The U.S. Army Corps of Engineers Baltimore District is Pursuing the award of up to four five-year Firm Fixed Price Indefinite Delivery Indefinite Quantity Multiple Award Task Order Contracts for Architect-Engineer services focused on topographic, boundary, hydrographic, geospatial database development, and unmanned systems surveying and mapping across the Baltimore District and North Atlantic Division jurisdictions, which include Maryland, Virginia, Pennsylvania, Delaware, West Virginia, New York, and the District of Columbia. This procurement is a small business set-aside open to all socio-economic categories including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned concerns, with a shared contract capacity of $10 million across all awardees. Each individual task order is capped at $2.5 million and carries a minimum guarantee of $3,000. The NAICS code is 541370 with a size standard of $19 million in average annual receipts. Respondents must be registered in SAM and demonstrate technical competence in areas including RTK GPS and total station topographic surveying, multi-beam and side-scan sonar hydrographic surveying, ALTA-compliant boundary surveys, AutoCAD/Civil 3D drawing production, and general geospatial services. Professional surveyor registration is mandatory in all covered states and the District of Columbia, and may be held by the prime contractor or subconsultant. Past performance must include two to four completed projects within the last six years demonstrating required capabilities. Inherently governmental functions are prohibited. The contract is expected to begin in Spring 2026 with a target award date of June 30, 2026. All deliverables must be submitted in DWG format with hard copy ANSI D drawings and digital transfers via USB drives or DoD-approved web services. The initial sources sought notice was posted on June 18, 2026, with the response deadline extended from July 17, 2026 to July 30, 2026.
