Request for Information (Not a Notice of Solicitation) The United States Air Force, 35th Contracting Squadron, Misawa AFB, Japan is seeking potential local sources who are eager to provide staffing and manning for a convenience store shoppette on the northern side of the base. This is a services requirement. The North American Standard Industry Classification System (NAICS) Code anticipated for this acquisition is 445131 and the Product Service Code (PSC) is M1JZ. Interested vendors please reach out to the listed POCs below with your capability statement to be added to the intersted parties list. A site visit will be provided at a later date for interested parties. 1) Location: A housing area on the north side of Misawa Air Base, currently living 1,177 people with 551 housing units. 2) Allowable spaces for a store: Please see the attached building layout. The entire building is approximately 9,174 sq ft. The old shoppette area is approximately 4,000 sq ft. The vendor can have as much or as little building as they want. 3) Preferable items: Hot/cold items, quick-to-expire, sundries, etc. Items typically carried by local Japanese convenience stores. 4) The estimated operational hours: Flexible operational hours to be set by vendor. Ideally, the store would be open 6-7 days per week with hours between the hours of 0600 and 2000. *Hours of operations may be affected by base activities. The purpose of posting this RFI is to elicit feedback from potential offerors. In general, the Government needs to understand issues that could hinder industries ability to provide the services described in the Facts Table. Therefore, please provide feedback for the following items: Is it possible to provide services that meets the above specifications to Misawa AB, Japan? If it is not possible, please provide the reason. Do you think this service is customarily available in the commercial market? How many days would you need to prepare a proposal? How many days would you need for mobilization if this contract is awarded to your company? All responsible interested parties shall submit a response demonstrating their capabilities to provide the required services to the Primary Point of Contact listed below. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by offerors to this request for information is voluntary. This request for information is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition and other decisions regarding acquisition strategy. Response Submission: All responsible offerors shall submit a capabilities package that explicitly demonstrates the capabilities of the contractor to fulfill the requirements outlined in the draft PWS.
