Solicitation # W912DQ26RA065
The U.S. Army Corps of Engineers, Kansas City District, is soliciting design-build construction services for the installation of access manholes at the Fairfax-Jersey Creek Levee Unit on the Missouri River in Kansas City, Kansas. The project scope involves designing and constructing manholes, with estimated depths between 10 and 25 feet, to facilitate the video inspection of approximately 27,000 feet of existing perforated corrugated metal seepage collector pipe. To maintain levee integrity, the government strictly prohibits invasive mass excavation methods such as trenching, requiring the use of minimally invasive excavation techniques. Key deliverables include a Drilling and Invasive Program Plan approved by a licensed professional engineer or geologist, temporary flood protection plans, and final as-built drawings. This is a firm-fixed-price contract with an estimated magnitude between $1,000,000 and $5,000,000, though the total award amount shall not exceed $3,400,000. The acquisition is categorized under NAICS code 237990 with a small business size standard of $45 million. The selection process is conducted in two phases; Phase 1 focuses on qualifications and technical approach without pricing, from which up to three qualified offerors will be selected for Phase 2. Evaluation factors include design concepts, performance confidence, technical approach and qualifications, and small business participation, with non-price factors being significantly more important than price. Proposals must be submitted via the PIEE Solicitation Portal and adhere to strict documentation requirements, including the use of specific government templates for vendor information, experience, and technical qualifications.

This is a Sources Sought announcement only. This is not a Request for Proposal/Bid/Quotation and neither specifications, nor drawings are available at this time. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any vendor's ability to submit a proposal if and when a solicitation is issued. The purpose of this synopsis is to survey the market and gain knowledge of potential interested contractors for completing the work effort relative to the Dashields Locks and Dam Upper and Lower Guide Wall Stabilization; NAICS 237990-OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION, Small Business Size Standard - $36.5M. Estimated Magnitude of Construction: >$5M - <$10M. Summary of the Scope of Work The Dashields Locks and Dam is located on the Ohio River 13.3 river miles downstream from the confluence of the Allegheny and Monongahela Rivers at Pittsburgh. The locks are located on the left bank at Glenwillard, Allegheny County, Pennsylvania. It is the second navigation facility on the Ohio River downstream from Pittsburgh. The current Upper and Lower Guide Walls were constructed between the late 1920s to the early 1930s. Design drawings indicate the concrete gravity walls are approximately 45 feet high, vary in thickness (perpendicular to the river) from about 5 feet at the top to as much as 13 feet at the base of the upper guide wall and 14 feet for the lower guide wall. Beginning in November 1990, the USACE installed survey pins along the length of the guide walls and have monitored the movement of the walls on a quarterly basis. Based on the information collected and the movement detected, the USACE is undertaking a stabilization program for the guide walls. The proposed stabilization method for the lower guide wall consists of installing pre-stressed vertical rock anchors, placing a reinforced concrete wedge on the backside of the existing tapered guide wall and placing rock landward of the guide wall in order to arrest the movement shown in the instrumentation. The concrete wedge will be approximately 17 feet deep and taper from 9 feet wide at the top of the wall to 3 feet wide at its base. It will extend the entire length of the lower guide wall. The wedge will be attached to the existing wall using adhesive rebar dowels. The vertical rock anchors will be installed from the top of the wall (approximate elevation 699) through the new concrete wedge and existing monolith and terminate in the rock foundation (approximate elevation 628). The anchors are estimated to be 1-3/8" in diameter and will be spaced at 5'-4" over the entire length of the lower guide wall for a total of approximately 75 anchors. All associated core drilling, grouting and stressing necessary for the installation of the anchors will be required. The upper guide wall was found to have existing geotechnical parameters with a very low allowable bearing capacity and is not favorable for any anchoring stabilization design. Therefore, the proposed stabilization method for the upper guide wall is to reduce the loading on the wall to the greatest extent possible by removing a large amount of soil from the landside of the wall. This will result in a ground elevation lower than the top of the monolith wall with the ground sloping upwards, away from the wall. In order to stabilize the new, steeper, slope behind the guide wall a sheet pile wall will be installed at the tow of the slope and stone protection will be placed along the surface of the slope. In addition to the stabilization measures, a continuous monitoring plan will be set up on both the upper and lower guide walls to check for further movement and a safety walkway will be constructed along the backside of the upper guide wall. The walkway will be approximately 5 feet wide and will consist of steel grating, channels and I-beams. The walkway will be attached to the existing monolith wall using post installed adhesive anchors. Saw cutting of the existing concrete monolith wall will be needed in order to install the walkway and create a bearing seat for the steel beams. It is projected a contractor may need to utilize floating plant including but not limited to pile driving equipment, drilling and grouting equipment necessary for installation of rock anchors, cranes and towboats of sufficient capacity. The project completion date is set at approximately 500 days following contract award and Notice to Proceed (NTP). Contractor will be required to provide Performance and Payment bonds. Official Solicitation is anticipated to be issued July of 2016. Results of this sources-sought announcement will be used, in part, to determine the feasibility of a small business or lower tier socio-economic set aside for this project and to determine if the Rule of 2 is met for any particular category of small business. All qualified contractors are encouraged to respond; lack of responses may jeopardize the project being set aside for small business.
