SOURCES SOUGHT FOR HE REAGENTS SUPPLIES MARTIN ARMY COMMUNITY HOSPITAL

This is a sources sought notice issued by the Department of Defense, specifically through W40M Mrco East, targeting industry interest in providing automated hematoxylin and eosin (H&E) reagents and equipment for Martin Army Community Hospital at Fort Benning, Georgia. The notice is strictly for market research and does not constitute a solicitation, request for proposals, or commitment to award a contract; no contracts will be awarded based on responses. Interested parties must be registered in the System for Award Management (SAM) and provide their Unique Entity ID (UEI), company details, point of contact information, documentation demonstrating performance capability, and clear declaration of socioeconomic status, such as small business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or woman-owned business. Any SDVOSB or VOSB respondents must also submit proof of registration in the SBA VetCert database. Respondents are required to comply with all technical specifications outlined in the attached Statement of Work, which details the need for an automated H&E staining system complete with integration into the MHS Genesis LIS, reagent management, barcode tracking, 24/7 support, on-site service within four hours, training, and maintenance services, all aligned with FDA and DoD cybersecurity and health standards. Compliance with cybersecurity requirements, including NIST SP 800-53 controls, DISA STIGs, the Risk Management Framework (RMF), FIPS 140-2, and DoD 8570.01-M certifications for all cybersecurity personnel, is mandatory. All system components must meet FDA approval, maintain a minimum six-month reagent shelf life, and support secure, traceable workflows through barcode systems.
