AI Contract Overview

The U.S. Department of Defense, through the FA9302 Aftc Pzz office at Edwards Air Force Base, is conducting market research via a Request for Information to identify Commercial-Off-The-Shelf high-precision pan/tilt systems capable of supporting sensor payloads within the existing Telemetry infrastructure. This RFI, solicitation number F1S0AY6134A001, is strictly for planning purposes and does not initiate a procurement or guarantee future contract issuance. Respondents must provide detailed capability statements demonstrating full compliance with stringent operational requirements, including immediate integration into the NGDATS Authority to Operate without triggering new Risk Management Framework cycles or First Article Testing. Each system must operate exclusively over a simplex single-mode fiber network using standard IP and Pelco D protocols and must contain no wireless components under any circumstances. The hardware must support inverted mounting with designs that eliminate water pooling and internal seepage, endure ambient temperatures up to 131°F, and withstand extreme shock and vibration events such as sonic booms, rain, wind, and freezing conditions. Movement must occur at speeds of at least 30 degrees per second with a positional accuracy of 0.05 degrees or better. Offers must include company details—name, CAGE code, UEI, and socioeconomic status—and evidence that the solution enables simultaneous multi-node control using multiple conventional joysticks. All submissions are due by 4:00 PM EST on June 6, 2026, and must be emailed to the designated contract specialist and contracting officer. FOB Destination terms apply, meaning the contractor bears all shipping costs and risk of loss until delivery and acceptance at Edwards AFB, California, and a standard commercial warranty is required for all components.

Request for Information (RFI)

Subject: High-Precision Mechanical Positioning Pan/Tilt Systems for Edwards Air Force Base (AFB)

1. Introduction & Purpose (BLUF)

The purpose of this Request for Information (RFI) is to conduct market research to identify potential sources capable of providing heavy-duty, high-precision Pan/Tilt units and associated integrated components. This RFI is for planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.

2. Background

The 420th Combined Test Force at Edwards AFB requires high-precision mechanical positioning units (pan/tilts) to support various sensor payloads while maintaining full data and command-link integrity with the established network. This equipment serves as a critical node within the current Telemetry infrastructure. The Government requires solutions that not only meet strict physical and environmental performance specifications but also satisfy stringent cybersecurity protocols to avoid unacceptable mission delays associated with new baseline First Article Testing and Risk Management Framework (RMF) certifications.

3. Scope & Requirements

The Government is seeking industry input on Commercial-Off-The-Shelf (COTS) solutions capable of meeting the following baseline requirements:

Requirement CategoryDescription of Required CapabilityCybersecurity & ATO IntegrationMANDATORY: Must be capable of immediate integration into the installation’s existing NGDATS Authority to Operate (ATO). The solution must not trigger new baseline First Article Testing or a new Risk Management Framework (RMF) cycle.Wireless ProhibitionThe system CANNOT have any wireless technology embedded or active. This is critical for Range security and ATO compliance.Data TransmissionMust provide video and control over a simplex fiber (single-mode) network utilizing standard IP and Pelco D protocols.Mechanical & EnvironmentalMust support inverted mounting (upside down) with a specific design that prevents water pooling and internal seepage. All components must be weatherproof and withstand extreme harsh range environments (up to 131°F, wind, rain, freezing) and shock/vibration events (e.g., sonic booms).Speed & PrecisionMust be capable of movement speeds of at least 30°/second with a position resolution of 0.05° or better, ensuring smooth and precise control.

4. Information Requested from Industry

Interested parties are requested to submit a capability statement addressing their ability to meet the stringent requirements outlined above. Responses should specifically address the following:

  • Company Overview: Name, CAGE code, UEI, and business size/socioeconomic status.

  • Technical Approach: A description of the proposed COTS equipment and how it meets the specific mechanical and environmental constraints (specifically addressing the inverted mounting and extreme temperature requirements).

  • Compliance Verification: Confirmation that the proposed system strictly operates without wireless technology and can immediately integrate into the existing NGDATS ATO without triggering a 12-month delay for new RMF testing.

  • Scalability & Control: Details on how the system manages multi-node control using multiple conventional joysticks simultaneously on the same network.

5. Submission Instructions
Responses to this RFI should be submitted via email to the Primary Point of Contact (POC) no later than 4:00 PM EST on June 6, 2026.

Sole Source - Combined Pre-solicitation Parachutist Oxygen System
Solicitation # FA930226Q0132
The Department of War, through the AFTC/PZZG contracting office, is seeking the procurement of CST Parachutist Oxygen Systems for Edwards Air Force Base. This requirement specifically covers Eaton PHANTOM Parachutist Oxygen Mask Assemblies, including ground boosters, microphones, gaskets, and associated accessories. These systems are critical life-support equipment used for high-altitude military free-fall and static-line parachuting operations in environments reaching 35,000+ feet MSL. Due to the extreme safety risks associated with hypoxia and operational failure, the government intends to negotiate on a sole-source basis with Mission Systems Orchard Park Inc (Eaton Corporation), as they are the only provider certified on the USAF Personnel Parachute Program Approved For Use List in accordance with Air Force Instruction 10-3503. The solicitation is issued as a combined synopsis and notice of intent for commercial products under NAICS code 336413. The procurement is unrestricted, and the delivery terms are set as FOB Destination. Payments will be processed electronically via the Wide Area WorkFlow system. Interested parties must submit capability statements or quotations by September 15, 2026, although the government maintains the discretion to proceed with the sole-source award based on the critical safety certifications required for the PHANTOM system. The acquisition incorporates standard FAR and DFARS clauses for commercial items, including specific requirements for system registration and the prohibition of certain internal confidentiality agreements.
