The Naval Surface Warfare Center (NSWC) Crane Division is conducting a market survey to identify potential suppliers capable of providing a remotely operated lens cleaning system intended for use with military tower-mounted surveillance systems. This system is designed to enable on-demand, non-abrasive cleaning of lenses mounted on fixed or telescoping towers up to 107 feet in height, ensuring optimal optical performance across visible to long-wave infrared spectra without damaging lenses or coatings. The cleaning solution or reservoir ideally should be positioned at the tower base for ease of maintenance and to reduce weight aloft. Interested parties are invited to submit detailed white papers, or "initial synopses," addressing the specific requirements outlined by the government, with submissions limited to 15 pages, excluding technical drawings and supplemental materials. Responses should include company details, points of contact, and indicate any small or disadvantaged business status, with electronic submissions due by July 22, 2011. This announcement is strictly a sources-sought notice and does not represent a formal solicitation or contract offer. The U.S. Government makes no commitment to issue a subsequent solicitation or award, nor will it reimburse any costs incurred in responding. Proprietary information provided will be protected if clearly marked. The government may follow up with visits or requests for clarifications from interested respondents. The sources sought process emphasizes fair competition and encourages participation from small and disadvantaged businesses, including 8(a) firms and minority institutions. All communications should reference announcement number N00164-11-S-NB09, and submissions are to be sent electronically to the designated technical and contracting points of contact at NSWC Crane.
