This is a Synopsis as required by the Small Business Act (15 U.S.C. 637(e)) and Procurement Policy Act (41 U.S.C. 416)) and fulfills the synopsis and advertising requirements prescribed in Revolutionary FAR Overhaul (RFO) Part 5 – Publicizing Contract Actions.    


The solicitation will consist of one National Stock Number (NSN):

This item is proprietary to: Air Cruisers Company, LLC (CAGE – 70167).


This is an Air Force Critical Safety Item.  Adequate data for the evaluation of alternate offers is not available at the procurement agency. The offeror must provide a complete data package including data for the approved and alternate part for evaluation.


The solicitation issue date will be on or around June 15, 2026, and the closing date will be thirty (30) days thereafter. All responsible sources will be able to submit a quote which will be considered by DLA Troop Support.


The acquisition will be accomplished using Other than Full and Open Competition Procedures in accordance with RFO FAR 6.103-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The solicitation will be issued as an Unrestricted, Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The contract will include a one (1)-year base period, and four (4) one (1)-year option periods.  Delivery will be FOB Origin and Inspection and Acceptance will be at Origin. Buy American Act and Berry Amendment clauses apply. 


RFO FAR Part 12, Acquisition of Commercial Products and Commercial Services and RFO FAR Part 15, Contracting by Negotiation will be utilized.


This synopsis should NOT be considered a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB). The Government is in no way obligated to purchase any material as a result of this notice.
