AI Contract Overview
The U.S. Government, through the Department of Defense at the United States Military Academy in West Point, New York, is seeking information from small businesses regarding the potential procurement of an Integrated Multi-Channel Analyzer (MCA) — specifically the LYNX-II DIGITAL SIGNAL ANALYZER — under a total small business set-aside. This notice is strictly for market research and does not constitute a solicitation, request for proposal, or binding commitment to award a contract. The government is evaluating whether sufficient qualified small businesses exist to justify setting aside this requirement, which is classified under NAICS code 334515 with a size standard of 750 employees. Interested small businesses, including those certified under 8(a), HUBZone, SDVOSB, WOSB, or as Small Disadvantaged Businesses, are encouraged to respond with detailed information about their capabilities, past performance, pricing, and commercial availability of the specified instrument. Responsive firms must provide their business status, contact details, DUNS and CAGE codes, and indicate whether they intend to compete as a prime contractor or through teaming arrangements, and whether they are Federal Supply Schedule contractors. The technical specifications require a DSP-based system with 32,000-channel spectral memory, Ethernet and USB interfaces, and advanced signal processing modes including PHA, MCS, multispectral scaling, and time-stamped list capabilities, along with integrated web server functionality requiring Genie V3.4 or higher. Respondents must also assess whether current requirements unnecessarily restrict competition and suggest improvements to the specifications or acquisition approach. Pricing data must include basis for cost estimates, delivery timelines, warranties, and standard terms. All submissions are due by June 26, 2026, at 12 PM EST to Leslie Duron at leslie.a.duron.civ@army.mil, with the sources sought notice ID W911SD06232026 clearly noted in the subject line. Responses will not be compensated, will not be returned, and failure to respond will not prevent future participation should a formal solicitation be issued. The government will rely on the information received to determine if a small business set-aside is feasible and how to structure a future solicitation to maximize small business opportunity.
